CV
Professional Summary
I am a Director of Learning and Enablement with over 12 years of experience designing and leading accessible, human-centered learning systems that drive adoption, performance, and engagement across corporate, federal, healthcare, higher education, and consumer environments.
My work sits at the intersection of learning strategy, instructional design, platforms, and experience. I have led and executed enterprise LMS and HRIS initiatives, including system configuration, data integrations, and adoption strategy, while also maintaining hands-on involvement in instructional design and eLearning development. I am PMP-certified and bring a disciplined approach to project leadership, change management, and cross-functional collaboration.
I have designed and delivered Section 508-compliant SCORM eLearning solutions supporting more than 700,000 learners, including federal audiences at DOJ, FAA, and FBI. I am particularly experienced in regulated environments where accessibility, usability, and compliance are critical to success. Across these initiatives, I focus on building learning systems that people actually use, not just systems that technically function.
In addition to workforce enablement, I bring a marketing-informed lens to learning and brand education. I use messaging, experience design, and audience insight to improve engagement and position education in ways that build trust and drive behavior change. This approach has supported increased LMS adoption, stronger learner engagement, and more effective education outcomes across internal and customer-facing contexts.
I am the Founder and Principal Consultant of Noteworthy Consulting, where I partner with organizations to design learning, enablement, and brand education strategies that align with business goals. My consulting work spans federal training programs, enterprise learning systems, workforce development, and education-led engagement initiatives.
I hold an MBA in Entrepreneurship and Operations Management from Georgia State University, which strengthens my ability to connect learning strategy to operational and business outcomes. Whether leading teams, configuring systems, or designing learning experiences, I am focused on creating scalable, inclusive solutions that deliver measurable impact.

Jasmine Taylor has been a pleasure to work with! She has had to overcome time (years) and other obstacles in developing two online courses for my organization. Her persistence and diligence was amazing because there could have been more than a few times when she was well within her rights to turnover the business to another contractor. Albeit all the complications, she persevered and to that I am thankful and most appreciative!

Jasmine Taylor's commitment and creativity in introducing and successfully maintaining technical applications and program solutions for over three years was truly amazing! There is absolutely no way that we would have been as successful in the sharing of information had it not been for her expertise. Her capability, dependability, flexibility and impeccable response/turnaround, truly assisted in achieving the mission of the project. I am confident that she will be an asset to any company or organization that makes her apart of their team.
