CV
Professional Summary
I am a Learning and Enablement leader with 13+ years of experience designing scalable learning ecosystems, enterprise training programs, and adoption strategies that improve performance, engagement, and business outcomes across corporate, federal, healthcare, higher education, and consumer environments. My background blends strategic leadership with hands-on execution, allowing me to move seamlessly from vision to delivery.
My expertise sits at the intersection of learning strategy, instructional design, business operations, and technology. I have led LMS and HRIS initiatives involving system configuration, stakeholder alignment, change management, communications, and enterprise adoption. I am PMP-certified and bring strong project discipline, executive presence, and cross-functional leadership to complex initiatives.
I have designed and delivered Section 508-compliant SCORM eLearning solutions supporting more than 700,000 learners, including audiences within the DOJ, FAA, and FBI. I am especially effective in regulated or high-accountability environments where accessibility, usability, and compliance are essential. My focus is always on creating systems and learning experiences that people actively use and value.
I also bring a marketing-informed perspective to learning and enablement. By applying audience insight, messaging strategy, and experience design principles, I help organizations increase participation, strengthen adoption, and drive behavior change. This approach has contributed to higher LMS engagement, stronger learner satisfaction, and more effective internal and customer-facing education programs.
As Founder and Principal Consultant of Noteworthy Consulting, I partner with organizations to solve learning, enablement, and operational challenges through modern, business-aligned solutions. My consulting work includes federal workforce training, enterprise learning systems, digital transformation, custom eLearning, and strategic education initiatives.
I hold an MBA in Entrepreneurship and Operations Management from Georgia State University, which enhances my ability to connect people strategy, learning systems, and operational performance. Whether leading enterprise initiatives, advising stakeholders, or building learning experiences, I focus on scalable solutions that create measurable impact.

Jasmine Taylor has been a pleasure to work with! She has had to overcome time (years) and other obstacles in developing two online courses for my organization. Her persistence and diligence was amazing because there could have been more than a few times when she was well within her rights to turnover the business to another contractor. Albeit all the complications, she persevered and to that I am thankful and most appreciative!

Jasmine Taylor's commitment and creativity in introducing and successfully maintaining technical applications and program solutions for over three years was truly amazing! There is absolutely no way that we would have been as successful in the sharing of information had it not been for her expertise. Her capability, dependability, flexibility and impeccable response/turnaround, truly assisted in achieving the mission of the project. I am confident that she will be an asset to any company or organization that makes her apart of their team.
